I would like to thank the Independent Reviewer, Jane Wiffin, who was commissioned to lead the Local Child Safeguarding Practice Review (LCSPR), for her hard work and dedication in reviewing the circumstances that lead to Alfie Steele’s tragic death. I would also like to extend my sincere and heartfelt condolences to Alfie’s grandparents and all who loved him, for the unimaginable pain and suffering they have endured in recent years.
The report published today details the extensive lies, manipulation and threatening behaviour carried out by Carla Scott and Dirk Howell over the period from 2019-2021. In shamefully covering-up the appalling abuse that they subjected Alfie to, it is these two despicable individuals who bear the ultimate responsibility for Alfie’s death.
The report is clear that the professionals involved were hardworking and committed, and that the impact of the COVID-19 pandemic was considerable. However, it also highlights a number of areas where improvements can be made and practices strengthened.
In light of the findings of the review, the report has offered eight recommendations for change. The recommendations vary from addressing confirmation biases, strengthening the processes around child protection plans (particularly with issues of non-compliance), as well as supporting neighbours and family members to report their concerns without fear of retaliation from the perpetrators.
The recommendations in the report seem sensible and reasonable. I will work with relevant local agencies including the police and social services to deliver on these findings, and ensure that such an horrific tragedy never happens again.
